What is the 3C Service?

The CAPIS Commonwealth Card (3C) Service is a third-party financing and investment project support service by CAPIS Limited. It provides capital for contracts, Local Purchase Orders (LPOs), and viable investment projects. Clients are issued a virtual prepaid CAPIS Commonwealth Card linked to an e-wallet for receiving income and profit-sharing benefits.
The service is open to individuals, enterprises, and corporate entities seeking funding for contracts, LPOs, or investment projects, and who meet the enrollment requirements.

*Enrollment fees are subject to periodic review and may be adjusted by CAPIS from time to time.

  • Access to financing capital for contracts, LPOs, and investment projects.
  • Profit-sharing from two sources:
    • Financed Projects – Net profit is allocated in a 40:30:30 ratio:
      • 40% to the 3C Cardholder (you)
      • 30% to CAPIS (service provider)
      • 30% to Vantrium Development Company (VDC), the project manager
    • CAPIS Commonwealth Fund – Additional profit from investing in fixed-income securities.
  • Functional e-wallet for receiving project income.
  • Virtual prepaid CAPIS Commonwealth Card linked to your e-wallet.
  • Discounts of up to 10% at partner outlets
  • Access to predesigned investment projects for lifetime ownership income.
  • Regular audited financial statements for projects you participate in.

Eligible projects include:

  • Public and private infrastructure contracts.
  • Government-approved Local Purchase Orders (LPOs).
  • Commercial ventures with steady income potential.
  • Other investment projects capable of generating regular income.
  • Enrollment – Choose your plan and pay the enrollment fee.
  • Project Submission – Submit your project, contract, or LPO for evaluation.
  • Capital Budgeting Review – CAPIS evaluates using profitability index, payback time, IRR, and other criteria.
  • Approval & Funding – Upon approval, financing is provided.
  • Execution & Supervision – VDC manages or supervises the project to ensure successful delivery.
  • Profit Allocation – Project profits are credited to your e-wallet according to the agreed sharing ratio.

Predesigned Investment Projects are income-generating enterprises developed by VDC Limited and offered exclusively to 3C Service clients.

  • Qualified bidders automatically become part owners and earn ownership income for life.
  • Selection criteria for successful bids:
    • Oldest 3C Service clients
    • Fastest bidders after project publication
  • Publication of opportunities: CAPIS & VDC websites, email alerts, and mobile app notifications.
  • Each project comes with full descriptions and detailed financials for transparency.
  • Financed Project Profit – Comes from income generated by a specific financed project or contract, shared in the 40:30:30 ratio between the cardholder, CAPIS, and VDC.
  • Commonwealth Fund Profit – Comes from CAPIS investing pooled capital in fixed-income securities; profit is distributed proportionately to 3C Service clients.
All projects are executed or supervised by VDC Limited, ensuring transparency, risk mitigation, and strict adherence to contract terms. Clients also receive audited financial statements for projects they participate in.
Yes. Your e-wallet funds can be withdrawn by simply transferring it to your bank account of choice or via your virtual CAPIS Commonwealth Card when used for purchases wherever Mastercard/Visa is accepted.
